Dr. Theresa Costa Johansen is currently the administrator of the Focused Monitoring & Technical Assistance V unit in the Special Education Division, California Department of Education. Primary duties include coordination of specialized contracts and grants that support districts in California in the provision of special education services.  Key focus areas include: student achievement, dyslexia, ELA/ELD, MTSS, compliance monitoring, student equity, student discipline, assessment and disproportionate representation.

Currently Theresa also serves as the state-wide director for ProjectREAD and the new California Adolescent Literacy Initiative (CALI).  These grants are funded by the Office of Special Education and focus on improving instructional strategies and professional development in the areas of literacy and reading for middle school students.  Previous work has included classroom teaching, and school and district level administration.  Additional areas of expertise include: curriculum and instruction, educational leadership and improving student achievement outcomes.
